Scott Heiferman has a solid but open definition of what he thinks community is and how to create one. He organized "meet-up" so people with a shared goal could meet and work together to reach that asperation. A community only exists if the people in it have passion, interest and all are actively participating. If someone is not pulling their weigh, they are kicked out. In that sense his idea of community is a gated one; but only to block out people who would slow the structure created by those within the collaborating community.
